If you have not done any windows updates for some time then you may be feeling
the effects of the new Windows security updates, specifically the windows
Firewall. Do you have another firewall software installed? If so, turn it
off and see if things start working.

If you have system restore turned on, you may be able to revert to a previous
checkpoint and see if you at least regain some control over your system.
It sounds as though you may need to seek the additional advice of a local computer
repair store or a friend whose capabilities extend beyond what you're capable of.
I would suggest you stay away from the superstore type folks... esp, BestBuy.
