ecommerce solutions (recommendations)

Hello I am looking for recommendations, that any of you may have
regarding ecommerce shopping cart solutions that are highly
configurable and able to process reorders that the client controls.
(client determines auto reorder 10 days or 18 days or ?)

I realize that this solution will be an enterprise solution as I have
many other requirements needing to be implemented. I also realize
that there will be some intial cost in tweaking the cart to fit these
requirements. However I do not want to spend 100K in tweaking costs
to get what I need.

I have looked at solutions like MerchantSpace, Nexternal, bxCommerce
and Mainstreet, however, none are fitting so far.

Most important functionality items are:

-Automatic Billing/reorder set by client
-Viewable Totals and Reporting
-Product Specific to Country (client can only order product when in
the correct country)
-CS Rep order page with access to administrating client information
-wholesale ordering
-unlimited discount codes

You will never get a system that does this "out of the box".
You need to find a good local web development business and ask them these
questions.
