Have you ever thought of setting up your own webserver at home and just
give it an dynamic DNS? It's probably the cheapest way and has become quite
easy to set up even on MS Windows systems.
What you do is, you install a software suite like xampp (just google that)
wich includes a web-, mysql-, php- and mailserver. Once installed your
system is a complete webserver. You have a htdocs directory somewhere on
your HD in which to put your website(s).
Then you sign up at dyndns.com or no-ip.com for a free dynamic DNS service.
You'll also need to set up a dynamic DNS updater software which can be
found in the DL section of the sites. What happens now is, that whenever
you go online, the DNS updater sends your new IP to the dyndns.com server.
Whenever someone types your dyndns (e.g. somewho.selfip.net) he will be
redirected to your computer and the website stored there will pop up.
It's the cheapest and easiest way to get started for my opinion. It costs
you zero and you have full access to all configuration.
