Ok, it sounds like you are changing the access-rights on the /bin directory.
That behavior is by-design and unconfigurable.
The /bin directory should never be accessible via the web (that's why all
permissions keep disappearing on it), so place your web-accessible resources
elsewhere.

Actually, the access rights have gone after the first web request. If I
restore them and don't touch any files on the site, the acces rights will
stay in place. As soon as I touch files, they will disappear if someone
accesses the web site... So it's a nuisance...
