iis problems

Hi, hope you can help!

My problem is that when i try to access my localhost i
cannot connect. I am running windows xp pro and have
installed the iis server. I have installed the PHP module
and MYSQL. I have had access to the server but after a
couple of days i loose it. I have Norton Antivirus and
Zone Alarm installed but even with those disabled i can
still not access the server. If i go it Administrative
tools, computer management and then click the Services
and Aplications the computer management hangs!

any assistance much appriciated
