when I try to open IIS 5.0 a message appears that "says
it can't find path" on local machine
IIS won't open even if you reinstall it

It sounds like the metabase is corrupted. Restore from a backup if you
have one, if not, uninstall IIS, make sure that the metabase.bin is deleted
from windows\system32\inetsrv folder. Also, delete the following folder:
%<Windir>%\Profiles\All Users\Application
Data\Microsoft\Crypto\RSA\MachineKeys, and then reinstall IIS.
