multiple websites script/tool?

Gidday,
I'm fine with setting up 1, 2 or 5 web and associated FTP sites, but work -
a College in Australia, wants 100 sites set up for students, all the same,
named logically (ws00 - ws99), preferably with logins and passwords
(pass00 - pass99 is fine).

Does anyone have a script, know of a tool etc that can help ...

or I'm in for one VERY boring day or three
