something like the IIS 6 Resource Kit Tools, which has the Metabase
Explorer.

With the Metabase Explorer it's possible to add the following key to
LM/SmtpSvc/1:
ID 37030 (SmtpDotStuffPickupDirFiles) DWORD Value 1, Server,
Inheritable
And that solves my problem at a glance
