cannot make cgiirc work with codepage koi8-r

Hi All,

I have a problem as described in subject. I am not very familiar, how Apache
handles codepages.
Two things I can say for sure. CGI:IRC application outputs foreign
characters right.
1. Wrong input occurs in Internet Explorer and in Netscape 7. Netscape 4.7
takes it right, but there is another error - incorrect work with frames.

2. Wrong input of foreign characters looks like follows. Each character is
translated into sequence like %u0439, while latin characters are passing
well.

I wonder if somebody can give me a clue, what is wrong in browser, in
application, or on a server side?
