Howdy,

My IIS 5 server is logging time in the 24 hour format
that is 4 hours ahead of what the actual computer time
is. How do I change this?

It is logging time in GMT time. Your web log analyser software should be
able to compensate for this.

is there no way to change this?

Well, if your in EST it *should* be five hours, not four. GMT+5.
Your analysis software should have an offset for this, and you can
rotate logs based on local time, but the log format requires GMT.
