1) Verify the "Default Document" of the web site is specified and spelled
correctly.
2) Ensure the "hidden" attribute is not set on the file or on the physical
folder in which it resides.
3) Check for the entry localhost in your Hosts and Lmhosts files.

Perhaps:

Cannot find "localhost":
Control Panel -> Internet Options -> Connections -> LAN Settings ->
Uncheck everything.

"Page Cannot be Displayed" or "Web Page Unavailable Offline" When You
Browse to <a style='text-decoration: underline;' href="Http://Localhost:" target="_blank">Http://Localhost:</a>
<a style='text-decoration: underline;' href="http://support.microsoft.com/default.aspx?scid=kb;en-us;290766" target="_blank">http://support.microsoft.com/default.aspx?scid=kb;en-us;290766</a>
