Generally the message you are seeing is a sign of a corrupted metabase, do
you have a backup of the metabase from a known good working day that you
can restore from?
1. Is this a problem that just recently started to happen? Is so, what has
changed?
2. Can you connect to the problematic server from another server and access
the IIS MMC?
3. Try installing MetaEdit and see if there are any errors when going
through that GUI?
