Apparently nobody understood your question.
One of the first things a good manager needs to know is how to properly
define their needs. The word "telecommunication" applies to everything from
radio and TV through all the uses of a telephone line. Then you get into
design, repair, troubleshooting, costs, and communication skills.
Then we start defining what kind of "manager" are you referring to.
Which comes back around to web design. A designer who is not skilled at
writing in the language of the web site is not going to help their client
sell products or services.
