Cannot get ftp to work

I have setup ftp on our IIS server and when I try to access it I get a
username and password prompt. I set up ftp to only allow anonymous access
and even if I check the anonymous box on a login it does not let me in. I
followed the instructions in kb 323384 to setup my ftp. It is active and
started. Any ideas on where I can look?

Did you check ACL on File System ?
Verify IUSR_<hostname> has read access to FTPRoot directory.
