I need to get SSI working in IIS 5.1 -- the version that ships with XP.
My pages work fine on the ISP site, but the local version does not
display any SSI content.
I've examind the IIS Properties for the Default Web Site (my site), and
under Application Configuration | Default Application | Configuration,
ssinc.dll is the executable path for extensions.STM, .SHTML, and .SHTM,
with GET and POST the verbs.
I notice that I cannot add any additional extensions (like HTML) -- the
OK button stays greyed out.

Right -- the text it is supposed to display doesn't appear on the web
page. It's fine on my ISP's (public) website, but I can't do a preview
locally.
It's about as simple as you can get -- 5 line of text at this point.

If I browse index.html from the virtual directory, the web page
displays a 404 error where the text should be. If I just open
index.html, it doesn't generate any error -- it just doesn't display
the text.
I don't see an error in the IIS log for the Default Web Site.

OK, if I enter the following address in my browser:
http://localhost/TestWeb/index.html
It displays properly.
So maybe it can't display when I open it from an authoring tool working
on the file system? It doesn't display properly in Dreamweaver,
CoffeeCup, or FrontPage.

Well, by default you need to use the .SHTML extension, but if you add
..HTML to the mappings and specify ssinc.dll as the executable it should
work without having to rename the files. That's how it works on my
public web site (hosted by my ISP). And that's not my problem.
The trouble I have is that it's behaving very differently depending on
if I try to view it as a web site in a virtual directory
(http://localhost/domain or http://localhost/domain/index.html), or if
I try to view it as a collection of files (C:\webfolder), as when I
view it in an authoring application like Dreamweaver or Front Page.
As an IIS hosted virtual directory (http://localhost/domain), I get a
404 object not found error in the location where the included text
should appear, but at least there's something there.
If I simply launch IE and point it to the index.html on the C: drive,
it's just blank where the text should appear.
If I open the file in Dreamweaver and go into design view, the text is
there, although it's not formatted properly (I gave up on Dreamweaver
design view looking like the real page long ago).
If I open the file from Front Page and go into preview, it doesn't
appear.
If I open the file from CoffeeCup and go into preview, it's the same as
Front Page.
I've got another anomaly that I was ignoring, but I've been unable to
to get Visual Studio projects to work, and they depend on IIS working
properly. I can't create a new project --- I get an HTTP 500 error. If
I create a new virtual directory, install a working VS project's files
into the folder, and then try to launch that web (default.aspx), it
also fails. So maybe I've got a problem somewhere else in the
configuration, and it's manifesting itself in this manner. I'm happy
that it works prpoerly on the public site.

The web is amazing.
I came to this newsgroup with exactly the same problem as you. I read all
your comments - thanks. I would not have thought to check my IIS settings,
or more accurately I would not have know where or what to look for.
I check my settings and they are as yours - and I was getting the same error
when using FrontPage to display my Index.html page.
I solved the problem by changing the file name to Index.shtml - isn't that
what you said the IIS was looking for?

OK, time to get back to original problem that launched this thread. Let
me re-state the problem:
I'm including an external file to populate the text of navigation
buttons on the actual web page. My web pages on the public server, with
SSI enabled, display fine with an #include virtual command calling the
external file.
However, the pages do not properly display on the local machine. When I
browse with IE7 for the web site locally (http://localhost/domain), I
get an HTTP 1.1 404 Object not found error. If I browse to the local
file, it is simply ignored, i.e. no text is displayed but no error. If
I open it in Coffee Cup HTML editor, the preview pane just ignores
ignores it. If I open it in Dreamweaver 8, the design pane DOES render
it properly.
I've deinstalled and reinstalled IIS (Ver 5.1 which ships with XP).
I've wrestled with this for a few days. Since the pages appear properly
on the public server, I still believe it's a misconfiguration on IIS,
but numerous suggestions have failed to correct it. (I don't know WHY
it works it the design pane of Dreamweaver.)
Is there a "switch" that has to be set in IIS to enable SSI, beyond
associating application mappings with the proper executable
(C:\Windows\System32\inetsrv\ssinc.dll)?
Here's the content.
1. The buttons are in a list in the CSS file (css.main). Here's the
complete definition in the CSS:

FIXED!
I ran across this:
http://www.aspnetcenter.com/cliktoprogram/asp/include.asp
which says that you use #include file instead of #include virtual when
the file is in the same folder as the web pages referencing it. That
fixed my problem browsing the page locally.
However, I could not get #include virtual to work no matter where I put
the file, so I guess there's something else at work here. But I got my
immediate problem solved.

The reason that #include virtual does not work everywhere is because
only SSINC.DLL is able to properly resolve a #include virtual.
#include virtual tells the page's interpreter to retrieve a URL
resource - which Dreamweaver, FrontPage, HTML Editor, Explorer, etc
will all fail to accomplish because it does not have the
URL-to-FileSystem mapping to open the correct file - only IIS (and
SSINC.DLL) has that information.
#include file, on the other hand, tells the page's interpreter to open
a specific FileSystem resource. Anyone can do that.
#include virtual will work for you when you request the page through
IIS and let SSINC.DLL process it. You need to give it the correct URL
syntax.
