Someone idiot has pointed their domain to my domain so that when you type in
their domain name it opens up MY website
They apparently did this since they don't have any content and they are
being mischievous I guess.
Is this legal ?
I could forsee problems if a 'questionable' domain name automatically
pointed people to my website and made people think that my business somehow
partnered with theirs.

Nothing illegal about it. Do you have your domain name on your pages, i.e.

"Welcome to example.com"

If you do, they will know where they are.

Personally, I'd welcome extra traffic as long as it was from a credible
address (i.e. not a porn site or similar).

How are they doing it?

That depends on how it's being done. If you post their URL here then
it will be easier to answer your question.
