For myself:
- A company that has been around a few years.
- Good reports (or at least no bad ones) on webhostingtalk.com
- A company that doesn't have script errors on their homepage.
- A company that doesn't use tables for layout on their homepage.
- Gives me a few gigs of space.
- Phone, email and on-line (chat) support, although if I have to use it then
I've probably made a mistake choosing the host.
- Windows or Linux hosting depending on what I'm going to use the system
for. So far for Linux hosting I've always been satisfied with a shared
server, but my two windows hosting plans are both dedicated servers.
- A competitive price (but not necessarily the cheapest).

Excellent question. Can't think of anything at the moment, but there must be
lots. Hopefully others will chip in.
