If you have a copy of FrontPage 2003 or later, a step-by-step explanation of
using
CSS in conjunction with FrontPage is provided in the Help function.

No big trick. Find a few tutorials on the web for CSS and follow the
examples.
Once you learn the basics of how to set it up, you'll be asking yourself how
come I didn't do this earlier?
If you have a site that utilizes the same basic theme over numerous pages,
then with CSS you can code the info for those pages and call it as needed.
Instead of rewriting the same stuff for each page.<!-- ~MESSAGE_AFTER~ -->
