Win XP IIS 5.1 install

Has anybody ever seen this error? If so, can you help?

"Error writing encrypted data to the Web Server's configuration database
(Metabase).
0.8009000f=Object already exists.

Press 'Retry' to retry or 'Write UnEncrypted' to write the data unencrypted.
You can change this data back to encrypted after setup has completed."

I get this error trying to install IIS 5.1 in Win XP SP2. This is a fresh
install.
