Are you trying to do this download over SSL -- and if so, do you have "Do
not cache secure pages to disk" unchecked.
This can cause IE to not be able to download content over SSL.

The following is my problem:
Have an IIS 5.0, fully pathced and all service packs, lockdown tool
has been run, and URLScan 2.5 installed.
When I add a zip file, that user should be able to download - I am
unable to get this file with IE.
I can get the file with flashget and also with some VB code, but not
with IE.
In the UrlScan logile, nothing illegal is logged, and in the IIS log
the file is served with a HTTP 200 status.
If I try and access the file directly from the webserver itself - all
works out fine, but from any external machine it fails, with the
following error:
Internet Explorer cannot download the file test.zip from
www.xxx.xx.
Internet Explorer was not able to open this internet site. The
requested site is either unavailable or cannot be found.
Please try again.
I have found some info regarding, a potential problem regarding the
followin HTTP header: "Vary: Host"
But I can't find any other sources confirming this.
Can anyone possibly give me some clues to this problem - I am on the
brink of suicide....
