I would like to know the following:

How to become ABTA/Atol approved?
How to start as an agent?
Are there any British legal issues involved?
Where does and How can I access flight information, hotel, car hire,
etc appear? Ie. is there a database I can download?
How can I gain contacts abroad?

My friend and I are considering setting up a service providing a one
stop travel solution.

You might want to take a look at how others are doing it first:) I'm
in the UK but use several different travel merchants that have their
own databases you can put on your own website (in a frame) like here>>

Afraid I can't help with the licence, but I think a Company called
Dove Travel have a business start- up franchaise with licence at
around £2000 quid, not cheap seeing as the other is free & pay around
50% commission.There might be more UK based offers If you look around,
