For a tool of its kind, I often hear good things. And
considering your background and what you want to do...
But you will also need a book on PHP/MySql and
HTML/CSS. If you have some kind of previous
experience with programming you can learn PHP pretty quickly...
If you have zero experinence then... Well... At least
consider buying a HTML/CSS website template...
Which you can edit. Then you can focus on leaning PHP.

I guess I'll need to know what a "good price" would be to setup a site for
what we need.
After you all have observed the site, do any of you have a good idea what
this will cost?
I'll get my quoted price from the designer later today.

I reckon it will be a lot.
But your plan needs soem work (you need a Database for what you want
to do.)
I would say $6000 +.
