Post subject: Sites-Enabled via MySQL?

We're making a blog system here at work, and we want to allow our users
to add their domains from within our PHP interface. We're running
Apache 2, and I was wondering if there was a mysql alternative to
sites-enabled files (or another method that I'm overlooking...)?

Also is there a way to add url's on the fly without restarting Apache?
