Partially correct. Related links are your competitors. What you want are
complementary links. If you sell belts, you want links with sites selling
buckles and pants.
Your most profitable advertising is within driving distance of where you
live. Is your web site URL on your business cards and painted on your car
of van? You'd do well swapping links with Vets and all of them in your area
should have a stack of your cards.
