There is a selfssl.exe tool that is part of the IIS 6.0 Resource Kit tools.
You can download for free from the Microsoft website.
Some of the major CAs also offer "test" certificates that are free, but
expire after a short period of time.
For enabling SSL on a website - you install your cert, and then configure
the bindings. This is documented in the online help.
