What class of RDBMS?

SQL Server, Oracle etc. Yes
MS-Access, Filemaker etc. No
MySQL etc. Sometimes, depends on host/set up.

Relational DataBase Management System

depends on your host. some are set up so that they will only respond to
localhost (maybe other sites on the same server can use it - have you
tried?). I have no idea why, but that's what they do.
