I thought manual submission implied some sort of Bondage & Discipline

Silly boy! It's for technical writers trying to audition for work.
Sometimes they write a handbook "on spec" and hope to get paid. The OP
is obviously offering a service so that such instructional guidebooks
can be listed in thick directory books.
