Login Facilities

I'm designing a website that needs "Member log in" facilities.

They will be a non-member page and a link to join the association. After the
person applying for membership has been approved they will then log in to
the site with a "User Name".

What's the best way to achieve this?

Depends on the server. Usually .htaccess and password authentication.
