Archived from groups: microsoft>public>inetserver>iis (more info?)

I was reviewing my web site logs and found entries like these:

2004-12-14 20:38:42 12.217.156.142 - 192.168.0.40 80 GET http://www.proxyjudge.org/prxjdg229.cgi - 404 Mozilla/4.0+(compatible;+MSIE+6.0;+Windows+NT+5.1)
2004-12-17 05:53:56 218.18.40.118 - 192.168.0.40 80 GET http://www.ebay.com/ - 403 Mozilla/4.0+(compatible;+MSIE+5.00;+Windows+9Cool

I don't understand why the URL is not even my web site. How does someone send that to my site and what exactly where they trying to accomplish (where they using my web server to hide their IP address
from the destination?

Probably not since the serrver that this is happening is a development server that I use to let clients view the progress of the project that I'm working on and none of the addresses are from my clients.
