I need to find some Documentation concerning the security of localhost. I am using some simply ASP files to edit a few Access 2000 databases. To edit them, I download the access file and run the ASP file using localhost. My IT department is concern that the ASP files are being loaded to our main web-server and viewed by anyone knowing the address.

You need a new IT department. Smile

"localhost" is a term for "This computer I'm sitting at". Not that
this precludes anyone who can access your system from accesing the
files, but they aren't on the server unless you're sitting at the
server.

Your IT department has legitimate concerns though and needs to know
what you're doing and who can access it. This protects you, them and
the company.
