Try the FPSE folks:
microsoft.public.frontpage.extensions.windowsnt
Since it works fine through windows explorer, and we get this behavior via FP, then they would best handle this.

| My company web developer have a problem with IIS modified
| date. The problem is after she update all the page in
| explorer post the latest modifie date. But in Frontpage
| and Web folder show last month is modified. When she
| publish the new web page, it show last month web page. We
| reinstall frontpage 2002 and II 5.0, just doesn't change
| any web modified date. Even look for the cache in the user
| profile and remove them, the result are the same.
