if you're simply renting a few hundred meg of space, rather than an
entire dedicated server, it doesn't make a whole lot of difference.
Except that... linux servers traditionally offer more features for the
price, and are a lot more secure. Nature of the beast, linux is
designed to be a server, and the software is free. Windows is design to
(hmm, who knows what), and few things are free.
Plus, linux servers are a lot more stable for web hosting. While you
can install php, mysql, and apache onto a windows system, they don't run
as well.
Linux vs Windows... I'd choose linux.

Look into what other features you like. Sophisticated and friendly control
panel. Mail with web based administration plus antispam features, "goodies"
that can be installed easily, log statistics, good customer support.. etc.

Windows:
- ASP(.NET), MS ACCESS or MSSQL databases, typically on an IIS
based server.
*nix:
- Languages including PHP and Perl, MySQL, PostgreSQL or Oracle
databases on a variety of servers, Apache being by far the most common.
** Price **
Windows is generally a little more expensive than *nix.
** Reliability & Security **
Take your pick. A well-managed Windows server is just as reliable and
secure as a well-managed *nix server, so it is more important that you
get a host with a name for reliability.
And pretty much everything else is a either matter of personal choice or
not significant.
My advice is to work out what technologies or combinations of
technologies you want to use to do the job and then find a solid host
that supports these technologies, not say 'I am going to use a Linux
server therefore I must use PHP'.

I'm not sure I can agree with you there... I don't get frequent CERT and
Homeland Defense's cyber division (note to non-USA people: Homeland Defense
is what we call the new reich) advisories on *major* security exploits and
serious flaws in Linux that have been discovered (or *finally* fixed) that
can allow a user to take complete control and wreak havoc like I do
regarding Windows...
Granted, a Windows server is much more secure in the hands of a good admin
than it is in the hands of a bad one, but even still, "security on a
Microsoft platform" is always a game of catch-up. Part of that is very poor
software standards on Microsoft's part prior to releasing a product, and
part of that is the fact that, for a multitude of reasons, Microsoft's
software has a crosshairs on it for hackers. Half of that is Microsoft's
fault, and the other half... is debateable. Regardless, in practice, I stake
my reputation (on a daily basis, for my clients) behind Linux being both
more secure and more reliable.
Most of my clients are refugees from Microsoft shops.

If you are going to use Microsoft technologies the choice is clear.
If you only host static files, it doesn't matter if it's Linux or Windows.
Linux is known for MySQL and PHP. Both of which are also available on
Windows.

Microsoft often trots out argument that "we get attacked because we're
such a big target!" But isn't Apache the most popular web server on
the net? How often is Apache attacked compared to Microsoft servers?

Of course, you also have things like php, coldfusion, perl, python,
mysql, postgresql, ODBC, etc. on windows as well.

Also, on *nix you _can_ also have ODBC possibilities to connect to MS
Access, mssql, etc. Also, I believe that there is a *nix version of
coldfusion.
