That depends on the hardware, how many total visitors per day, and the type of

IIS 6 web edition is not expensive, and paying, must by done ANYTIME, for
hardware, for your ISP, for support for network issues security and since
IIS 6 is very easy and powerfull, I doubt the TCO is determined by OS

Probably. But without knowing anything about the sites, server or
connection, nobody could tell you waht they are.
The first issue you'll likely face is management of the
sites/headers/DNS/etc.

Not to point them away from IIS but Linux/Apache/MySQL is how much? Is it
realistic to have 2000-4000 sites on a single server?

Linux/Apache/MySQL is only an option if they wish to cater to that
sector of the hosting market. Since the demand is high for .NET
hosts, as well as SharePoint hosts, that may not be the market they're
looking to serve.

I posed the question because of the 2000-4000 site desire for one server.
To me, that means they're more interested in $ than performance. Looking at
the pipe and the server that would be required to host something like that,
$ could be saved with a no-cost solution, at least on the software end. I
don't host for others so I don't know if 2000-4000 is a large amount for a
single server, although I'm sure that all depends on the content and number
of hits. I never got an answer to that question.

IIS6 does not have a limit on the number of sites.
Practically speaking, the number of sites depend on the physical HW (CPU,
RAM, HDD) as well as the size of each website.
If the websites are static HTML or simple ASP, 10,000+ sites/server is easy.
If you want to highly isolate applications using Application Pools, or
isolate many .Net applications using Application Pools, it will drive up the
resource cost per website and hence far lower number of sites/server.
There are many parameters to tune that affect site density on a server, and
since you haven't given any clue about them, I do not know if your plan is
achievable.
