subscribers, what licensing do I require?

Monday through Friday, 6:00 A.M. to 6:00 P.M. (PST) to speak directly to a
Microsoft licensing specialist. Worldwide customers can use the Guide to

to find contact information in their locations.

You should talk to local MS licensing expert.
From what you mentioned.
a) if the IIS is for anonymous access (no windows auth) then no CAL needed
b) if the IIS is using windows auth, meaning authenticate agaist windows
user account db, then 1 CAL per user
c) if SSL is enabled - 1 for each user - including the anonymous..
