I have often contacted the originators of spam when it could be found.
It turns out that a number of legitimate businesses have had some of
these organizations to email with "opt-in" emails etc. Apparently,
the people selling these 'opt-in' addresses believe that any email
address on the internet that can be harvested by a spider has 'opted
in'.
I have seen a number of good people lose their ISP, their websites, or
their respect by hiring some of these 'lead generators'.
Most of the traffic these traffic generators tend to generate seems to
be more people wanting the traffic or wanting to sell you something.

I can name more than I can possibly list on here in several hours of
work. Unfortunately, some of them would not really be suitable for
the benefit of your business.

You are experiencing what I have learned years ago. The "If it is
there, they will come" may have worked for Dave Thomas, but it doesn't
do diddly for the internet. You need to build and expand your market
by some form of advertising, either with word-of-mouth, or media ads,
etc.
There are some means of generating traffic by paying people a
percentage of the sales made on your site by the traffic they
generate. Most of these only work if you are willing to pay a very
large percentage of your sales price to the person making the
referral. In some cases, companies have some form of repeat business
such as monthly subscription to something. The company might pay as a
fee to the referrer the first month's charges. If you sell something
with a very high markup, you might be able to offer an 80% deal for
the first sale and 10% or less for repeat business. This will be
especially attractive for high-dollar items.
Many businesses generate internet leads from their brick-and-mortor
business.
I know this ins't very helpful information. I expect you have just
about realized most of what I have said by now.
