It's called the Wild Wild West (www) and there are no sheriffs to protect
you. Hire the best Wagon Master you can find (AFTER you have carefully
checked their references) who can answer your questions clearly and
completely in advance. There are thousands of snake oil salesmen pretending
to be Webmasters and thousands more pretending to be web designers or SEO
experts.
Fortunetly, there are many qualified commercial designers in every city and
they will have a nice looking porfolio site showing some of their work. If
they can't code a complete web page in NotePad, they are not ready to call
themselves a Web Designer much less a Webmaster.
A Webmaster can sit at a server keyboard and handle any problems that come
up including script errors in any language. I'm a Webmaster.
You should expect to pay $600 to $1,000 for a web site design that includes
a certified shopping cart. It should look good at 640 wide and expand
gracefully to fill 800 and 1024 wide screens. High quality web hosting will
run $15 to $25 a month. Less that that means little or no technical
support.
