This could be a number of things, I had a similar problem which was that the site wasn't configured correctly ie in:
Web site properties -> home directory -> configuration -> in the app mapping for ASP i was missing the Trace keyword in the verb limit to entry ie: 'GET,HEAD,POST,TRACE'
Also was pointing to the wrong location to find the asp.dll for the ASP scripting engine (as i created site from a w2k web log on a win 2k3 machine).
If these don't help try looking in the log for the web site:
Web site properties -> web site -> enable logging ...
i think the default (in xp/2003 at least) is 'C:\WINDOWS\system32\Logfiles\W3SVC[Web App Instance ID]
Also check the error code, sometimes they have a period on the end ie: 404.1, or something like that which may help track down the problem.
