Attach a debugger to mmc.exe that is loading IIS Window to figure it out.
Usually, hangs like this indicate that you have some add-in (maybe trojan)
installed and is hanging on process-load -- only be using the debugger can
one find out what is going on during this period -- you can see if there is
some network hang, critical section hang, etc.

I am using the IIS that comes with Windows XP Professional. When I try to
open the Internet Information Services window it takes 5 - 15 minutes for it
to pop up. What could be causing such a huge delay? After it opens I can
work within the window just fine. I have very few files being managed- I
really only use it to test scripts I'm working on locally.
