crashes and gives a send report error. It has also caused my other program
running html to fail especially file having anything to do with *.chm.

Post full error messages or look them up at support.microsoft.com.
Also post event log entries that correspond to the "crash". While
it's not IIS, we'd probably like to know what "other programming
running html" you're talking about. And .CHM files should be able to
be opened in a browser, without a web server, have you tried just
doing a file -> open to see if they work? If not, it's not an IIS
problem and we'd need to look elsewhere.

Also, test a Hello World page.

What do you mean by "to do with *.chm"?
And what error messages do you get in your event viewer, if any?
