IIS caching .css files

I'm making changes to a .css file on a live web site however I can not
see the changes sent out by the web server. I'm looking directly at the
..css file in the browser and it's not changing. I am looking at the
correct folder, URL, etc...

I have also tried adding the no-cache header without any luck...

Any ideas?
