IIS admin service will not stop

Good day,

I cannot get the the IIS Admin service to stop on My Exchange 2003 Server.
I have posted this in the Exchange newsgroup and thought I woudl try IIS to
see if any IIS guru has come acorss this problem before and can help out.

Error 1921. Service 'IIS Admin Service' (IISADMIN) could not be stopped.
Verify that you have sufficient privileges to stop system services.

I'm using the local Administrator account on the server and it will not stop.

Is there anything to do before trying to stop this service.
