IIS 6.0 on Windows 2003 not starting

Hello everyone!

Since restart of the Windows 2003 Server the IIS Service won't start
anymore. I don't know why because the only change I made was to
disable the TCP/IP Filters. I restarted the Server before and there
was no problem. The strange thing was that the computer got a new
IP-address after restart although the DCHP should provide this one
with a fixed IP due to MAC-address. And I wasn't able to login into
the domain. All the problems were fixed - only this one left.

The error I get when trying to start IIS is:

"The IIS Admin Service service terminated with service-specific error
2148073483 (0x8009000B)."

Further information:
User: N/A
Source: Service Control Manager
Event ID: 7024

I couldn't find anything about this error "2148073483 (0x8009000B)" on
the internet. Am I the first one hit by this? I read about an error
which looks almost the same but only the error "2148073483
(0x8009000B)" appears and it's on a Windows XP. Reinstalling IIS
solved the problem within XP. Maybe it could help within 2003, too.
But I am looking for another option.

You must reinstall IIS to fix this issue, and make sure to delete
metabase.xml between the reinstall.

Basically, the encrypted values inside of metabase.xml are not decipherable
by the current encryption key. The only way out is to reinstall IIS, which
re-generates metabase.xml and encrypts values with the current system's
encryption key.

One way to get into this situation is to make a backup of metabase.xml, then
DCPROMO, and then copy the backup back to inetsrv\metabase.xml.

of the system partition.

Now everything works fine with the same configuration I had before.
How could that error occour?

I have no idea. I can only tell you what the problem was and one possible
way to get into that state. There may be other ways... basically, it
happens when you somehow use an older metabase file that is encrypted with a
different machine key.

If you can re-image and it gets you back in the state where the metabase
file encryption matches the machine's encryption key, this issue obviously
won't exist...
