I got it working now. It seemed to be a corrupt installation.
I started from scratch, new partition, install, etc.
This time it worked well.
I think the problem had to do with loading the windows updates from
the ms update site prior to installing IIS. If I installed
Windows 2003, then ran updates, then installed my roles, it would
do this. But if I setup my roles first, it worked fine.
I wasn't able to use the Admin Tools, IIS Manage, the website would go
down and so would web access. But after the reinstall and updates last,
it works fine.
Now if I can just get past the mail migration issues. : )
