IIS 403 Forbidden on new web

I have a 2003 Standard server running IIS 6. I was running 2 websites from
this box which I've put in (STOP) mode and FTP services. I created the new
website in IIS and used all default settings where applicable. I start the
website and install FP server extensions. I created the webpage and
published to IIS (no problems). I configured DNS.

I cannot view the webpage on any machine - including the machine hosting the
website. I get an HTTP 403 Forbidden error, indicating a security issue I
would assume. I checked all permissions on this site with my other two sites
and there's no difference I can readily see. I'm pulling my hair out with
this one!! Any help is greatly appreciated.

Please note the following as well:

If I right-click on the server in IIS and I choose "browse", I get the same
error.
I recreated a virtual directory and ensured it was started. Still the same.
