I found out that because Cox blocks any outbound connections through port 80,
I can't host my own little http server. Is there any way that I can configure
my server so that people can access the information on it? Such as not using
port 80? Can someone please help me here?

Well, you could change the port it listens on, either by configuring the
server directly or by forwarding on your router. However Cox blocks port 80
for a reason. you'd still be breaking their terms of service by hosting a
server on port 81, and would run the risk of being kicked.

Ask cox.

Use an alternate port. Change the port setting for the web site and
then access it using the port in the URL, as in
<a style='text-decoration: underline;' href="http://www.sample.com:8080/" target="_blank">http://www.sample.com:8080/</a>
