I'd guess any host that allows PHP, which is most.

Any PHP web host will host vBulletin. Some are touchy about hosting
resource hogging message boards like YABB, but vBulletin is well
written.

Yes, most hosts with PHP/ MySQL should be able to host it. Also look
at Invision Board as an alternative, as we use it and never had any
problems. http://www.invisionboard.com
