You do not do this by the file system as NTFS has no impact on the SSL.
You need to go into the IIS manager and navigate to the website in
question. Select the website or virtual directory you want to be SSL
enforced. Right click and select properties, inside there you will see
directory security. Inside that you will see a section label 'secure
communications' inside there click the 'edit' button, once that opens up
select 'require secure channel' and 'force 128 bit encryption'
