My first thought that anyone who can type "change from content-based
behaviors to simply leveraging the traffic as a monetization strategy"
with a straight face is so infected with marketingese that they're
beyond all reasonable help. But assuming you were being deliberately
tongue in cheek, the answer is that CPM adverts rarely earn as much as
CPC on your kind of site. CPM advertisers tend to want guaranteed
relevence and exclusivity (or near-exclusivity) on the page, and focus
their advertising on sites which can deliver that. CPM advertisers
don't care so much about volume of traffic as quality of traffic - you
need to show them that you've got a user-base with defined
demographics which fall into their target audience.
A better strategy, IMO, would be to investigate the reasons why your
click-through rate on CPC ads is disappointing. One common reason is
that there are simply too many ads on the page - it may seem
counter-intuitive, but more ads doesn't often equal more clicks. If
the page gives the impression of being ad-heavy, many visitors will
just click the "back" button and leave before they even read anything
on the page, including the ads. CPC ads work better on pages where
people linger long enough to read the content - having read it, they
then want to go somewhere else and are receptive to clicking on the ad
in order to do so.
