First of all, Al Qaeda have no need to do that - they have enough grunt and
connections to be able to have several floating sites disperesed in neutral
jurisdictions
Second - it is very simple to get a front person to rent a minimulist site
with a host the provides cpanel. Once that it is done, usinf the front
persons shell access or php it is not too difficult to place files in other
peoples web space. If one knows enough about *nix one can also make those
files 'invisible to all but the most astute *nix exponant.<!-- ~MESSAGE_AFTER~ -->
