When I create a new Web application in Visual Studio, the contents are being
encrypted. I can't rename or delete folders, although I appear to have full
control both as a user and an administrator. I installed PGP recently. Would
this cause these problems? What else?

Hi,
There is nothing in IIS that would do this. If was EFS then you would be able to read the files that you create, so PGP is a possibility , but again, my guess is that you should be able to read files you create, but I am PMC (pretty much clueless) about PGP. This sounds pretty urgent however, as if something important like the directory structure of your disk was also to be written encrypted - well, that would be bad. I would not rule out a virus - looks like enryption but is garbage.
If you can, however, read the files, then it would be a misbehaving encryption program of some kind.
